In continuation of my despatch No. 35 of the 23rd

ultimo relative to the case of extortion by Chinese

officials from Low Peng Kiah, a British subject, I have

the honour to forward herewith translation of a further

letter which I have received from the local Commissioner

for Foreign Affairs on the subject.

2. As was to be expected, the Ministry of Foreign

Affairs at Nanking has based its instructions on false

reports received from the Swatow officials, who declared

that Low Feng Kiah had described himself as a native of

Chao-an and had stated that he was prepared to submit to

a fine. (See paragraphs 7 and 8 of my despatch No. 27

of June 29 last). The action of the Opium Suppression

Bureau in arresting him and extorting money from him is

therefore upheld.

3. It appears that all I can do is to reply to the

Commissioner reiterating in brief the facts of the case

and renewing my protest and my demand for the return of

the money extorted from Low Peng Kiah. But before

taking any action, I shall await your instructions in

the matter.
